Pennsylvania Makes Investment in Survivor Services

Staff layoffs, reduced counseling and advocacy capacity, and increasing waiting lists for survivors were just a few of the devastating effects of last year’s prolonged state budget delay. 

After a challenging year marked by financial strain, there is encouraging news for Pennsylvania’s rape crisis centers. 

Governor Josh Shapiro has signed the state’s 2026-27 budget into law, which includes a $12 million increase for rape crisis programs. This raises the total Rape Crisis appropriation from $12.171 million to $24.171 million. 

For years, rape crisis centers have faced rising costs due to increasing demand for their services, compounded by declining federal funding. With this new state investment, centers now have the opportunity to: 

• Retain experienced counselors and advocates 

• Strengthen services 

• Reduce waiting lists for survivors seeking support 

• Rebuild staffing 

• Continue prevention and community education efforts 

This funding increase is the outcome of years of advocacy by survivors, rape crisis centers, and organizations across Pennsylvania. Many individuals shared their personal experiences, contacted legislators, and participated in meetings and rallies to push for this change. 

While this investment marks a significant milestone, it will take time to rebuild services after years of financial strain. Continued investment and support are essential to ensure that survivors have access to the compassionate, confidential services they deserve.
